<p><span style="font-weight: 400;">The Putnam County Business Council was founded for one reason. To be the independent, non-government-funded voice of the Putnam County business community. Not a political organization. Not a government agency. A business advocacy organization. Period.</span></p>
<p><span style="font-weight: 400;">The pandemic pulled us in a different direction and honestly, it needed to. PPP loans, SBA guidance, Board of Health coordination. We were Command Central when businesses needed us most. But like so many things after COVID, momentum slowed and we drifted from what we were built to do.</span></p>
<p><span style="font-weight: 400;">We&#8217;re back. And we&#8217;re going back to basics.</span></p>
<p><span style="font-weight: 400;">That means listening to YOU. Compiling what we hear. And putting it directly in front of the elected officials who have the power to do something about it. We know our legislators are juggling an enormous amount and we respect that. Our job is to make it easier  to bring them the information and context they need to understand what&#8217;s actually happening on the ground in Putnam County so we can all work toward real solutions together.</span></p>
<p><span style="font-weight: 400;">That&#8217;s what the Putnam County Business Council Legislative Priorities campaign is all about.</span></p>
<p><b>HOW THIS WORKS</b></p>
<p><span style="font-weight: 400;">Through our podcast series, The Voice of Putnam County Business, we&#8217;re sitting down with owners and leaders from across the county asking one question: what&#8217;s getting in your way?</span></p>
<p><span style="font-weight: 400;">Every conversation feeds our Legislative Priorities Survey at putnamcountybusinesscouncil.com/legsurvey. Every response gets compiled into the Putnam County Business Council Annual Legislative Priorities Report. This December, elected officials at the county, state, and federal level will be invited to sit down with the business community face to face. And we expect them to come.</span></p>
<p><span style="font-weight: 400;">This is not a report that gets handed off and forgotten. This is a conversation. And it starts now.</span></p>
<p><b>WHAT WE&#8217;RE HEARING</b></p>
<p><span style="font-weight: 400;">We&#8217;ve been out there and the same issues keep coming up across industries that couldn&#8217;t be more different from one another. That&#8217;s not a coincidence. That&#8217;s a pattern. And patterns are exactly what policymakers need to see.</span></p>
<p><span style="font-weight: 400;">Health insurance is hitting everyone hard. James Dain of N. Dain&#8217;s Lumber Company opened up his records and walked us through six years of increases — five to nine percent annually, then fourteen percent last year, and a projected twenty-eight percent this year. He pays one hundred percent of his employees&#8217; healthcare and that commitment is getting harder to keep. James Matero of Jaymark Jewelers in Cold Spring is in the same boat with seven employees he&#8217;s determined to take care of. And both of them pointed to something that makes it worse for Putnam specifically — the county is so small that many providers simply don&#8217;t operate here. Brokers hear &#8220;Putnam County&#8221; and the options shrink immediately.</span></p>
<p><span style="font-weight: 400;">Heidi Snyder, owner of Drug World in Cold Spring, has taken this fight all the way to Albany and Washington D.C. She&#8217;s been advocating for pharmacists&#8217; ability to test and treat, PBM transparency, and the survival of independent pharmacies for years. The PAPA bill has passed both houses of the State Legislature with bipartisan support and is sitting on the Governor&#8217;s desk. This is exactly the kind of issue our report is built to elevate.</span></p>
<p><span style="font-weight: 400;">Workforce is the other word we keep hearing. Garrett Noach, president of Lamothermic in Brewster, a precision investment casting manufacturer serving aerospace, defense, and energy runs sixty-five employees across three shifts and is in the middle of a million dollar modernization. He&#8217;s competing for workers against states where labor costs a fraction of what it does here. James Dain hears it from his contractors constantly. He works with BOCES and local youth programs but points to a structural problem that nobody wants to talk about: School districts lose funding when students choose trade schools over college. That&#8217;s a built-in disincentive baked right into the system. James Matero can&#8217;t find bench jewelers. The demand is real and the pipeline is empty.</span></p>
<p><span style="font-weight: 400;">Then there&#8217;s the red tape. Garrett Noach has water running through his production floor. Two to three inches of it. Decades of upstream development have sent it straight into his building and he has been trying to get it resolved for years. He&#8217;s called town supervisors, county executives, state assemblymen, senators. Every single one has pointed him somewhere else. He said it better than we ever could: &#8220;Don&#8217;t tell me you love me when I&#8217;m leaving. Love me while I&#8217;m here.&#8221; Lamothermic has been in Brewster for forty years. They&#8217;ve turned down relocation offers. We want to make sure they never have reason to reconsider.</span></p>
<p><span style="font-weight: 400;">Arielle Honovich, founder of Ridge Ranch in Patterson, had to file an Article 78 lawsuit just to get into Putnam County&#8217;s Agricultural District despite running a fully functioning farm with cattle, donkeys, goats, and chickens on a large parcel of land. She won. And when she did, she opened the door for other farms that year too. Her ask is simple: elected officials need better education on farming and the industries in their own backyard. We are committed to helping make that happen.</span></p>
<p><span style="font-weight: 400;">And then there&#8217;s Cold Spring. Craig Muraszewski has run the Cold Spring General Store for twelve years and watched the village become a destination. TikTok sends international visitors pouring off Metro North on weekends now. Five to seven thousand people on a busy day. One building. Two bathrooms. Parking being reduced. Signage that discourages visitors. And the businesses generating the sales tax and the jobs are caught right in the middle. Craig&#8217;s message is simple: Tourism promotion is great but what Cold Spring actually needs is infrastructure. Bathrooms. Parking. Support. Not more advertising. This is a conversation that needs to happen between the village, the county, the state, and Metro North and we intend to put it on the table in December.</span></p>
<p><b>WHY PUTNAM COUNTY IS WORTH FIGHTING FOR</b></p>
<p><span style="font-weight: 400;">Every single person we&#8217;ve sat down with could have left. Garrett Noach has been offered a way out and turned it down. Arielle Honovich fought her own government and stayed. Craig Muraszewski&#8217;s retirement plan turned into two businesses running seven days a week. James Dain is six generations deep in this region. Heidi Snyder drives from Rockland County because this community has earned her loyalty.</span></p>
<p><span style="font-weight: 400;">Putnam County is growing. The numbers show it. The question is whether our policy environment grows with it or whether we make it too hard for the people who are already here and already invested to stay.</span></p>

<em>Board Member, Putnam County Business Council</em></p>
<p>As a member of the Putnam County Business Council Board of Directors, I have the privilege of serving as liaison to the Business Council of Westchester, helping communicate legislative and economic initiatives that affect businesses throughout Putnam County and the Hudson Valley.</p>
<p>One initiative that deserves particular attention is <strong>Blueprint New York</strong> because its success—or failure—will influence the regulatory environment in our business community.</p>
<p><strong>Blueprint New York</strong>—Governor Kathy Hochul&#8217;s effort to make New York more competitive by reducing unnecessary regulatory burdens, improving government efficiency, and encouraging economic growth. Closely related efforts such as <strong>EXPRESS NY</strong> and the Governor&#8217;s <strong><em>&#8220;Let Them Build&#8221;</em></strong> agenda share a common objective: making it easier to invest, build, hire, and grow businesses in New York while preserving important public protections.</p>
<p>Whether every proposal ultimately succeeds remains to be seen. However, many in the business community agree that New York&#8217;s regulatory environment has often added unnecessary cost, delay, and uncertainty for employers, developers, municipalities, and entrepreneurs. For many businesses, uncertainty can be just as costly as regulation itself, making it more difficult to plan investments, hire employees, or move development projects forward.</p>
<p>For businesses across Putnam County and the Hudson Valley, these initiatives deserve attention because they have the potential to improve the environment in which companies operate.</p>
<p><strong>SEQR Reform: A Meaningful First Step</strong></p>
<p>Perhaps the most significant accomplishment this year has been the modernization of New York&#8217;s <strong>State Environmental Quality Review Act (SEQR)</strong>. SEQR reform is an important beginning—but it is only one component of a broader housing solution.</p>
<p>For decades, SEQR has served an important purpose by protecting environmental resources. Yet many projects that were already properly zoned and reviewed at the local level still faced lengthy and costly environmental review processes that delayed construction and increased development costs.</p>
<p>The recently enacted reforms seek to streamline those reviews for qualifying housing and infrastructure projects, establish clearer review standards, reduce duplicative analyses, and shorten approval timelines while maintaining environmental safeguards. State officials estimate these changes could significantly reduce project delays and lower development costs.</p>
<p>For our region, this matters.</p>
<p>Like much of New York, the Hudson Valley faces an ongoing shortage of housing across nearly every income level. Employers increasingly report difficulty attracting and retaining workers because housing is either unavailable or unaffordable within a reasonable commuting distance.</p>
<p>While SEQR reform alone will not solve New York&#8217;s housing challenges, it represents an important and necessary first step toward increasing housing supply and supporting future economic growth.</p>
<p>Its effectiveness will ultimately depend upon how well it is coordinated with local municipal policies. Communities that modernize zoning, streamline planning and permitting processes, encourage appropriately located development, and improve coordination among reviewing agencies will be better positioned to realize the full benefits of the reform.</p>
<p>Addressing New York&#8217;s housing shortage requires increasing supply. Expanding the inventory of attainable housing can help stabilize pricing over both the near and long term while improving opportunities for young professionals, families, seniors, and the workforce that local employers increasingly rely upon.</p>
<p>Additional policy initiatives also deserve consideration. State and federal lawmakers may wish to explore targeted tax incentives, financing programs, and public-private partnerships that encourage the development and rehabilitation of affordable and workforce housing. No single policy will solve the housing challenge, but a coordinated approach can produce meaningful progress.</p>
<p><strong>Other Reforms Worth Watching</strong></p>
<p>Several additional initiatives included within Blueprint New York and related reforms could also benefit businesses across our region.</p>
<p><strong>Reducing Regulatory Burdens</strong></p>
<p>Through the EXPRESS NY initiative, state agencies have begun reviewing hundreds of regulations with the goal of eliminating outdated requirements, simplifying licensing, reducing paperwork, and shortening approval times. The first wave alone includes 50 regulatory actions across 22 state agencies that are expected to save businesses and residents significant compliance costs and administrative time.</p>
<p><strong>Insurance Reform</strong></p>
<p>Rising insurance costs continue to challenge employers, contractors, developers, and municipalities alike. Recent state actions addressing portions of the auto insurance system represent progress toward improving affordability, while broader liability and commercial insurance reforms remain priorities for the business community.</p>
<p><strong>Infrastructure Investment</strong></p>
<p>Reliable transportation networks, utilities, water systems, broadband access, and energy infrastructure remain essential for economic development. Continued public investment helps existing businesses expand while making our region more attractive to new employers.</p>
<p><strong>Workforce Development</strong></p>
<p>One of the greatest constraints facing employers today is finding qualified workers across skilled trades, healthcare, manufacturing, technology, and professional services. Investments in workforce training, apprenticeships, technical education, and partnerships with community colleges and employers will be critical to meeting future labor demands and supporting long-term economic growth.</p>
<p><strong>Where the Business Community Stands</strong></p>
<p>The Putnam County Business Council, working collaboratively with the Business Council of Westchester, continues to advocate for public policies that strengthen New York&#8217;s economic competitiveness while improving the quality of life for residents throughout the Hudson Valley.</p>
<p>Among the priorities we will continue advocating for are:</p>
<ul>
<li>Meaningful regulatory reform</li>
<li>Insurance reform</li>
<li>Strategic infrastructure investment</li>
<li>Economic development initiatives that help small and midsized businesses grow</li>
<li>Workforce development and talent retention</li>
<li>Responsible clean energy policies that balance environmental stewardship with economic competitiveness</li>
</ul>
<p>We also recognize that meaningful progress depends upon collaboration at every level of government and within the business community itself. The Putnam County Business Council will continue working with Putnam County legislators, the Business Council of Westchester, local Chambers of Commerce, the Putnam County Economic Development Corporation, and other regional partners to advocate for policies that encourage investment, job creation, housing development, and long-term economic vitality.</p>
<p><strong>Looking Ahead</strong></p>
<p>No single legislative initiative will transform New York&#8217;s business climate overnight.</p>
<p>Building a stronger economy requires sustained collaboration among state and local government, business organizations, educational institutions, employers, developers, and community leaders.</p>
<p>The recent SEQR reforms represent meaningful progress, particularly as New York seeks to address its longstanding housing shortage. When combined with continued efforts to modernize regulations, improve infrastructure, strengthen workforce development, encourage responsible private investment, and expand housing opportunities, these initiatives can help position New York—and the Hudson Valley—for long-term economic success.</p>
<p>There is another encouraging sign for our region. While New York State has faced broader demographic challenges in recent years, both Putnam and Westchester Counties have experienced population growth according to the latest U.S. Census estimates. That suggests the Hudson Valley continues to be an attractive place to live, work, and raise a family.</p>
<p>The challenge now is sustaining that momentum. Success will require more than a single legislative initiative. It will depend upon continued collaboration to expand housing opportunities, improve infrastructure, develop a skilled workforce, and foster a business climate that encourages private investment. Together, these efforts will support employers, help stabilize population growth, and preserve the quality of life that distinguishes Putnam County and the greater Hudson Valley.</p>
<p><strong>Board Perspective</strong></p>

<p>CARMEL, NY – At a press conference yesterday, Putnam County Executive Kevin Byrne announced that<br />
all nine towns and villages across the county have signed on to a groundbreaking countywide Shared<br />
Services Agreement for highway services. Byrne stood alongside Kent Highway Superintendent Richard<br />
Othmer at the Town of Kent Highway Department and representatives from every town and village in the<br />
county.<br />
The historic agreement formally allows all municipalities for the first time to share resources, equipment,<br />
and services in order to cut down on waste and inefficiencies while delivering meaningful savings for<br />
taxpayers. Earlier this year, Byrne also championed a first-ever sales-tax-sharing agreement earlier with<br />
all towns and villages which was signed into law by Governor Hochul on August 7, simultaneously<br />
clearing the way for the largest property tax cut in Putnam’s history in next year’s county budget.<br />
“This is a tremendous win-win for local highway departments and the taxpayers of Putnam County,” said<br />
County Executive Kevin Byrne. “For years, our local municipalities have shouldered the same rising costs<br />
as county and state governments without the flexibility of additional revenue streams. By working<br />
together, we are now creating a smarter, more responsible and efficient way to share services among<br />
towns and villages, keep local tax dollars closer to home, and strengthen the critical infrastructure our<br />
residents rely on.”</p>
<p>Superintendent Othmer praised the agreement saying, “For years, Highway Superintendents across<br />
Putnam have collaborated informally, lending equipment and manpower when needed. This agreement<br />
formalizes that cooperation and ensures that all towns and villages can benefit. It’s a fair plan, it’s fiscally<br />
responsible, and it will help us provide better service for our residents. I’m proud to stand alongside all my<br />
fellow Highway Superintendents and County Executive Byrne to make this a reality.”<br />
The agreement has already been unanimously supported and signed by all nine municipal leaders: six<br />
town supervisors and three village mayors. In order for this agreement to be effectuated, enabling<br />
resolutions were first introduced and passed by the respective governing boards including the County<br />
Legislature.<br />
To conclude the press conference, County Executive Byrne and all of Putnam County’s Highway<br />
Superintendents formally signed the Intermunicipal Agreement together, marking the official start of this<br />
historic partnership. The ceremonial signing underscored the unity and cooperation behind the initiative,<br />
as every municipality pledged its commitment to sharing resources and working collaboratively for the<br />
benefit of all residents.<br />
“This is the kind of collaboration that residents expect from their leaders,” Byrne concluded. “Together, we<br />
are building a stronger, more resilient and more affordable future for Putnam County.”</p>

<p><b>As the new Chairman of the Board, Nick D’Andrea</b><span style="font-weight: 400;"> of Park Ford will bring fresh leadership to PCBC. The organization expresses deep gratitude to </span><b>Nat Prentice</b><span style="font-weight: 400;"> of Prentice Investment Management, LLC, for his </span><b>dedicated service as President  for the past three years.</b><span style="font-weight: 400;"> Nat will now focus his leadership as </span><b>President of Government Affairs,</b><span style="font-weight: 400;"> spearheading PCBC’s advocacy efforts at the local, state, and federal levels.</span></p>
<p><span style="font-weight: 400;">Additionally, PCBC welcomes the return of </span><b>John Kraus</b><span style="font-weight: 400;"> of Premier Credit Solutions Insights and Solutions LLC as a board member. Joining him as new board members are </span><b>Kate Tracy</b><span style="font-weight: 400;"> of Tompkins Bank and </span><b>Allison Pallais</b><span style="font-weight: 400;"> of Allison’s Bail Bonds. Young entrepreneurs looking to showcase and sell their products or services can now sign up at PutnamCountyNY.gov/ybm</p>
<p>Building on the success of last year’s inaugural event, which saw over 600 visitors and 70 youth vendors, the Youth Business Market provides a one-of-a-kind retail opportunity for young entrepreneurs to gain real-world business experience. Vendors will have the chance to sell handmade goods, food, collectibles, services, and more, all while engaging with the local community.</p>
<p>Putnam County Executive Kevin Byrne expressed his enthusiasm for this year’s event, saying, &#8220;Last year, we were blown away by the creativity and determination of our young entrepreneurs. The Youth Business Market is an opportunity for them to hone their skills, build real businesses, and learn valuable lessons in commerce. <p>Jacqueline Annabi, Supervisor of the Town of Putnam Valley, was an honored guest on the “Voice of Putnam Business” podcast on February 27th and my co-host Nick D’Andrea, producer Jenn Maher and I want to thank her for the time she took to be with us. We learned a lot about Jacqueline’s career in public service and our admiration for her and her life’s work grew over the course of our time together.</p>
<p>Our conversation covered a wide range of topics from Jacqueline’s early days working behind the counter as a young girl in the family business to her recent effort on behalf of our towns and villages to secure a portion of Putnam County’s sales tax revenue to support their infrastructure projects. Supervisor Annabi’s leadership in arguing passionately for a new and much needed source of revenue for the local municipalities deserves our attention.</p>
<p>Jacqueline was the driving force in sending a letter (dated 2/3/2025) to the Putnam County Legislature, which outlined the benefits of direct municipal distribution. It was signed by the County’s six supervisors and three mayors.The letter cited a “highly successful precedent for this type of sharing from 2022 when surplus sales tax dollars were shared to the Towns and Villages” and provided examples of how the money was used for capital projects in Putnam Valley and Cold Spring. Legislator Erin Crowley, Audit Committee Member, read the letter into the record at a meeting of the Committee on February 19, which opened a discussion among the legislators about sales tax revenue in general and the possibility of sharing some of that revenue. While there was little debate about the positive fund balance that the County enjoys and the overall health of its financial position, the legislators argued about the merits of sharing surplus sales tax with another layer of local government rather than returning it directly to the taxpayers in the form of a rate reduction. Once the legislators finished their discussion, Chairwoman Sayegh invited members of the public to speak.</p>
<p>While every member of the Putnam Valley Town Board was in attendance, Jacqueline and Deputy Supervisor Christian Russo were the ones that spoke. She highlighted several specific infrastructure projects and the lack of property tax revenue to support them (a point also made by Patterson Supervisor Williams in his remarks), while Christian reminded the legislators about the extent to which the surrounding counties support their local municipalities by sharing sales tax revenues. Encouraged by the Supervisors, Brett Yarris, a resident of Carmel Hamlet who posts often on social media about sharing the sales tax, called the Legislature “our last hope” for identifying a source of revenues to support spending on infrastructure. Needing to move on to several other agenda items, Chairwoman Sayegh told the group that this discussion would continue at the March meeting of the Audit Committee.</p>
